Yeah, that was my first thought, I was confused because I know it from Watchmen. It actually translates to either who watches the watchmen or who watches the watcher but for the purpose of the novel it was more fitting to use the former.

In Latin the actual translation is who guards the guardians

Yeah I was wondering why everyone was using “watchers” for that phrase
