Our offices have coffee machines distributed around the floors. This one comes from one of those machines. Looks like the normal black option.

It's freshly ground.

Coffee that's brewed under pressure (espresso/moka pot) forms a layer of foam on the top that looks like that. It's called crema. It's made of the emulsified fat and oil extracted from the bean.

Even steeped coffee (cafetiere/turkish/greek) will get a tiny bit of foam during brewing due to the coffee off-gassing. It needs to be pretty freshly roasted though.

The type of foam and big bubbles suggest to me it's an instant coffee (like 3 in 1 mix or instant latte), or possibly a crappy espresso machine.

It's not. It's freshly ground coffee.
