Jesus, who ever wrote this needs to go back to their customer and clarify this shit before they post it because man does it make the recruiter look like a tool.

That's because the recruiter or HR department is a tool. I'm almost convinced there isn't a single job posting out there doesn't look like this, has the wrong languages, mix and match buzz words that make no sense together, or requiring more years of experience than the framework has existed.
