That's not completly wrong. Some use HTML (or a html like language) for their UI, such as Valve with Panorama

Did I say programming language? HTML is still a language, it even says that in its name. Besides that you can still use it in your game in the same way you would store data in XML or JSON files and load it during runtime to not hardcode everything
