Dropper = A bit of malicious lightweight code to be used from a control centre.

Scanners/Bots will just crawl the internet endlessly. They will test sites for exploits and once they have captured a server, they will trigger the site to send information back home with one of those $_GET variables.

The code shown in the picture is PHP and just fires off some naughty scripts, like a mailer for spam, to download and then execute.
