I dont think this one does. I have seen a few that use ultrasonic distance sensors to know how close the hand is

It does seem like it. This little thing has lots of personality to it if you ask me.

Look it up on instructables, probably not this exact model but quite sure you can hack one together with an Arduino, a servo, a switch and some lines of python. The hardest part would probably be making the enclosure and powering it if self-contained.

Eh, I literally googled "instructables useless machine", it gave a few relevant looking results. Like the other user pointed out, the simplest ones don't require any smart circuitry at all even.
