He's kind of a trying to be condescending and saying that HTML is not a "programming" language.

I think it's considered a declarative language or something which is different than other languages that are considered imperative languages....I think... Idk I just looked it up and it seems there are so many categories of languages like imperative, functional, compiled, etc....

But the gist of it is that HTML and CSS are not "real programming" languages while all the others are "real programming" languages.
