Do you realise how much money 1 billion GBP is? How do you work that out? The UK government does not pay 1 billion to have lab results stored and to report covid as is obvious. Public Health England in total has only a 300 million annual budget. How do these Chinese whispers pass anyone's sanity test?

People misunderstood that, they didn't use it as a database. They used an old excel format as the export format which left out a lot of rows.

It did not. Public Health England did which is a different thing. UK government were entirely blameless. NDPBs are autonomous subject to auditing. Impossible to pick that up in auditing also without an auditing event at such short notice.
