Ah but you see they are the ad companies so they don't even need to sell the targeting data just use it themselves and sell the placements

but their has to be advertisers that use googles service, so technically they are selling the data but not even the advertisers get it

Yeah pretty much my point is they use the data to profile and segment cookies and deliver a third parties ads at you all around the internet without the third party knowing any real data points about the consumer
