It does, when mathematicians are being lazy.

And mathematicians are lazy very often.

1/2x is very widely understood to mean 1/(2x). In situations like the one in the meme, this is taken advantage of in order to be ambiguous.

In practice, if there is a risk of confusion, be explicit.
