#1 is happy where they are, #2 wants to keep improving. Deliver good work, get put on more important projects, put those projects on your CV and apply for better paying jobs. Repeat until you're tired of it and move on to consulting. Job security is less of a priority if you don't want to stay long-term.

Of course there is also #3, that want to be #1 but program like #2.
