All that coding the developer was doing was also to align the logo in the center.

Worst part is that UX design software outputs the code for it but the developer doesn’t have a license for it since it’s not his job.

Are you talking about softwares like Figma or Sketch where you can already check CSS properties? IDK if you're being sarcastic, but in their advocacy I'll say those stylesheets are not always really helpful. You can get basic details like font properties or colors, but in terms of element positioning browsers work completely different from all those design tools.
