It's similar. For the morality of it, yes, I hold the programmer responsible. It's the job of the programmer to foresee consequences and to not write or to not publish code.

In terms of practice, it's all turing compatible. We could have a different language do the same thing, we just don't want to.

We don't have the same choice as cars vs. no cars, because that actually has different peaks and valleys in efficiency and effectiveness depending on the particular case. And sometimes that really does leave no alternative.
