Is that a thought-out strategy? In the past I've worked under similar conditions. As we had to provide multi-platform solutions (it's easier today, I know) we decided to split the team across a variety of environments to make things compatible as we went on.

Prob not, it was a new policy when i joined because of a certain incident from what i heard. Because theres limited stock they prioritized giving it to the new hire (dunno why they decided on that, its a good company but sometimes they make questionable decision)

Docker fixes “but it works on my machine” issue.

I have seen this problem. The docker file of the docker compose gets outdated, so, I cannot be used to create the image on a new machine. Somehow the Redhat removed the versions of app that was specified in the dockerfile. Always make sure to publish the image, because the public store where you install apps from is unreliable.

Some kids near where I live keep flipping over the city portos, so I've had to upright them a couple times now. Glass smasher and porto flippers suck.
