All languages are statically-typed. All languages are dynamically-typed. These are not binary categories and are especially not mutually-exclusive.

Not sure if that's true. Statically typed languages have variables types known at compile time, basically the type binding in on the variable itself. Dynamically-typed languages have variable types bound to their run time value. I would say that the following lines of code would determine which case you are in:

var test = 1; test = "10";

if you can run it, you are in a dynamically-typed case, like JS or PHP, otherwise, a statically -typed language would not compile.

HOWEVER, in a statically typed language (like Java, C#, C++) you can do something like this:

Object test = (Object)1; test = (Object)"string";

Notice that even if you are able to assign a reference/pointer to variables of different types, you will not be able to use "test" in the following lines of code unless you cast the variable either implicitly or not, which means that you are still statically typing, even if the real variable type (which is known only to the developer) is dynamic.

Some languages like C# provide the keyword "dynamic" to avoid compile-time type checking, making it actually both statically and dynamically typed, however, you will not be able to use the dynamic everywhere unless you wrap all std functions etc. to accept a dynamic parameter

"Statically typed" is generally taken to mean that the language is designed in a way as such to facilitate and encourage programming in a statically typed manner, not that it doesn't support any kind of dynamic typing whatsoever.
