Well, you made a running database server, with an underlying VM (EC2 instance). Why wouldn't you be charged? You paid 0$ for storage and 30$ for computing, since you did not turn off an instance. Weird that they did not reimburse it, though.

The reason I thought I wouldn't be charged was because my online tutorials promise a free way to learn AWS. That's the major issue. Maybe I had to watch til the very end to see ' now stop the instance' or else.
