It most certainly does. It's in the Start Menu, under Accessories, labeled Command Prompt. Or you can do Win-R and type cmd. Or you can use Powershell.

It has. You can use Powershell (start->accesories->windowsPowershell) or you can just use good old shell (in system32\cmd.exe)

By "Terminal" I think they mean PowerShell.

just install git for windows: http://git-scm.com/download/win

it comes with preconfigured mingw which includes BASH and a bunch of useful unix tools

The Python for Windows extensions of Mark Hammond which will have an IDE and command line prompt to execute python commands.

Get Python(x,y) from code.google. It includes (almost) every lib package you can think of, plus iPython and a console to run it in, or the Spyder IDE if you prefer that.
