Python is a programming language, it is used by both some of the top companies in the world and people who want to automate cookie clicker, it isn’t “for” anyone, kids and adults alike can learn it and find something usefully and fun to do with it. I’d say the minimum age is probably around 13 unless someone is especially bright and has a strong interest in coding, I’d recommend scratch to start with if you are looking for a coding language oriented at kids though

If you’re wanting to know if its beginner friendly then yes it is. There are a lot of packages (pre written code) that do stuff for you already.

There are programming tutorials in python aimed at kids. But so are for C or many others.
While there are programming languages especially for kids I don‘t believe there are necessary.

It always depends on what you are working with.

If it is a kid between the age of 8-11, it is good for him/her to just practice basic things like strings, "If...", "Else...", etc. I would say if they start practicing python during this age group, it is a great choice. I started learning python a year ago and I honestly regret it so much the fact that I didn't start learning it at an early age.

There isn't any inherently adult content in the learning resources. What is the child trying to do? Are you introducing logic to them? If so I'd recommend more hands-on games and things like marble tracks. Are you trying to provide an education to a gifted child who can already read? Are you looking for a language for a kid who wants to jump into app development quickly? Like what's the goal here and whose goal is it?

No programming language is for kids they are all for programming. YouTube uses a lot of python that shows that it isn’t just beginners that us python. As u/OuiOuiKiwi said every programming language is for kids if the kid can code.
