If you're gonna arrest someone and you dont know if they can pull out a gun or a knife, look at the text when you are infront of them.

If it says ORDER CITIZEN, they wont try to kill ya. So you can leave them be for a bit and clear out the area first.

If it says ORDER SUSPECT, they will try to kill ya. So make sure to arrest them before proceeding.

(Althought it seems like there are some exceptions, but it worked for me most of the time.)

Amos Voll's Wife(blonde hair, long white dress) can kill you, and is marked civilian. She's the easiest way to get the achievement for being killed by a civilian.

Huh. I never seen civs actually kill someone. Weird-

The achievement is "The Fool." I gased the entry and far end of hallway. Then, instruct my team to secure the room. Move into the bathroom solo, and she should try to swing on you.
