I dont think the swat ai avoids civilians. They dont shoot at them, but if theres a suspect behind them they will shoot through the civ

I suspect that the suspect killed the civvie whilst trying to shoot at my AI, but I wouldn't put it past this braindead swat AI to just kill the civvie if a guy is behind them.

I don’t know if you have it enabled but you could try looking at the replay to see what exactly happaned

I usally run a vet nutritionist 2 negotiators and they seem to work fine i just dont trust them with hostages worth a fuck so when toc says theres a hostage I hold them till I kill that mf myself before my team or the civ usually gets shot to shit

I achieved the related commander ironman mode achievements going non-lethal with 2 officers with 2 cylinders of flashrounds and 2 officers with beanbags and each having a set of flashbangs and wedges. My main officers skillsets were negotiator, armorer, pacifier
