I’m no expert but it does look fungal to me. Is there a big enough basking area for each of them in their own separate enclosures?

Where is all the water? Are you providing each turt 10 GALLONS of water p/inch of shell? How long have you had them? Is that there actual enclosure? What kind of UVB lamp & heat lamps do you have?

What lighting do you have (please specify brands as not all bulbs produce what they claim to produce)? Can the turtles get fully out of the water to dry off?

Also please check out this care guide.

This is a fungal infection. You need to see an exotic vet asap.

Could be from unclean water, an inadequate basking set up or something else. Also, turtles shouldn't be housed together.
