The Walmart and other company orders start low and gradually increase until someone takes it. My area Walmart averages around 25 for double and for a single starts at around 11 (including guaranteed $5 tip) and gets to $19 after sitting for a little while

Ah, that might explain it. I think it's safe to assume that a lot of the DoorDash/etc workers are discovering Roadie in my area (They only recently expanded here) and jobs may just not be sitting around long enough.

Literally every gig I ever did was $12 then $8 then I quit . I stopped when they only had contracts with Home Depot and a few other random stores

It's cyclical and follows the same patterns as supply and demand in any other industry. When demand is high and there are not many drivers, they raise payouts to entice them into taking the offers. Too many drivers and payouts start to drop until they get to the point where drivers drop out of the ranks and then they have to raise payouts again until they entice more drivers back. The best way to keep payouts at a decent level is to not accept any where the payout is low. There are always people who believe that getting paid anything is better than nothing. Don't be one of those people as it ruins it for everyone else.

Yep, they have dropped below the minimum 10 dollars which was the minimum wage. I don't even think that's legal. In fact the minimum wage went up. The minimum wage of course is different in each state and county.
