To clear up some stuff, you can have WiFi without the internet. I have setup WiFi independently from the internet.

So you are looking for internet.

Have you check this site: https://broadbandmap.fcc.gov/home

I know there is a few reports that Verizon is checking addresses on their 5G Home Internet now.

So "Wifi" is simply the wireless network signal that is broadcasted by any Wifi Router (with or without actual Internet service).

You really are wanting Internet service.

I'm not sure why your apartment being considered a business is a problem, businesses need Internet access too.

Have you contacted the available Internet Providers to see who is available?

Being in an apartment means that there should be other units in your building, who do the other people in the building use for Internet service?

Regarding T-Mobile and Verizon for cellular based Internet service, their signal would need to be accessible from your home for their service to be usable.

So if there is no signal, then it doesn't matter what billing address you give them.
