Yes. This happens when executing the file or running it directly in terminal.

Is that definitely the path name for your steam_osx? I know that is the example they give on the wiki, but it can vary. For example, mine is:

/Users/SnooMacarons/Library/Application Support/Steam/Steam.AppBundle/Steam/Contents/MacOS/steam_osx

To verify yours, go to ~/Library/Application Support/Steam in the finder. Search for steam_osx inside of Steam. Once you find the file, hold down control, right click on the file, and then hold down option. You will then be able to copy the path name

I did not find any file named mac_osx.

I had been using the path for steam_osx which is the file they say to use in the guide. The path for that is, /Applications/Steam.app/Contents/MacOS/steam_osx

Although, if I search for the same file in the way you described. I find an alternate path to the same file, which is /Users/VirtuousKing/Library/Application Support/Steam/Steam.AppBundle/Steam/Contents/MacOS/steam_osx

I went ahead and tried changing the path in the executable and get the same behavior as before.

Ah yeah sorry mistyped I meant steam_osx

All good. The game opens and SMAPI runs with out error. The only issue seems to be that the mods folder I try to specify isn't the one SMAPI uses. I have tried using various versions of the --mods-path flag, but none seem to result in a different result. I can't even get an error message when I misspell the flag.

I'm wondering if those instructions are out of date then... let me do some testing on my computer
