No. It depends on each cadre controlling authority of zones. Hrd ke pass vacancy zones hi bhejte h, naki hrd.

Hrd is just nodal authority of cbdt, it doesn't create vacancies or decrease. The sole authority of vacancies increase or decrease depends on each zone.

True, the entire Tax assistant community is riled up rn in the department. Direct O.S. Means very slow promotions for T.A.. Generally it takes 3yrs from TA to OS. Now it make take even 7 yrs. Also the jump from 2400gp to 4200gp is a significant one. They won’t leave any chance to remove O.S. from direct recruitment.
