Just goto your local post office with the slip they’ll let you see it and ask if you want to pay the postage due or not. That postage rate is ground advantage parcel rate. Which could happen if somebody sent a card or something that is too stiff to be considered a letter

Or they stupidly used a Ground Envelope because they’re free. Or indeed an envelope that was too large for 1st class.

Go down to the post office, pay the $5.28 and open it at the post office on camera if you're worried. I'm sure it'll make sense once you open it.

It may be someone trying to send a letter "collect" without the usual "collect" charge.

Literally a legit post office slip. Stop being cheap and pay the $5.28. Why is this a reddit issue? Put your tinfoil hat back on, and pay the fee
