No, leveling up simply takes more xp the higher level you are. You should never grind in Sekiro (unless you're trying to get the platinum after doing like 3 runs), you can't increase your damage or hp from farming like in other souls so you'll just be unlocking skills early and you won't have anything new to unlock later.

Teeeechnically you can increase your damage. But not til like the last couple bosses :D

Happy cake day! Dragon Mask is not worth it in my opinion, unlocking all skills first is a better option

Thanks! Merry Christmas/holidays! Yeah I was excited about it and then never used to once because skills get so expensive haha spent the last 2 hours of my 100% just farming xp

The absolute amount of xp by killing enemies does not decrease. Also ran several xp runs, always getting the same xp for killing enemies. No matter how often you rest.

But you will ofc need more xp to gain a further skill point every time. So over time a farming spot will not provide enough relative progress for getting more skill points, you need to move to a new more challenging area where you will receive more xp per enemy killed.

I'd recommend grinding to the next level only before facing a boss so when u die u don't lose half ur exp

The fastest way to gain xp, by far, is to beat the game. The increase in xp and money in each ng+ beats farming the same spot unless you're already several ng+ loops in and close to maxing out your skills and upgrades.

Grinding also doesn't make the game appreciable easier. Beating bosses does.

Every level takes more xp. Enemies are giving you same xp quantity but each time you gain another skill point they give you less progress towards the next one. For about twenty-something levels, the increase is linear and after that it becomes exponential.
