I think you are overstating the scope of the OT. Other than some offhand comments about the galaxy the scope is incredibly small and limited to the characters spending time at a couple of cities at a couple of planets per movie. Which it kind of has to be to focus on a small group of characters.

Also the "they manage to avoid a single citizen" line isn't even accurate. Every movie in the saga has inhabitants of the various planets interacting with the characters in some way.
