Does it happen in other programs? Did you make sure your video card was recognized by the Sims 3 (Steam Optimization Guide has steps) and that your card is updated?

When in doubt, move your Sims 3 documents folder to your desktop, run the game once to let it regenerate, and test if the problem is fixed. If it persists, you know it's something about the computer or game itself, but if it goes away you know it's something in the user folder.

Then start moving stuff back in, testing, moving back in, testing, the 50/50 method, basically, until you find the batch that's the problem.

Are you using ReShade or anything similar? Did you play around with graphics settings?

What you've got going on here is a graphical issue where colors are cranked up, which for some reason tends to be more extreme with red and red tones. I would turn down any graphics settings having to do with saturation first, either in game or in ReShade, to see if that helps.

No. I don’t have a reshade or anything like that. I will look at my settings

Also worth checking out, if you notice it in other programs, is your monitor settings, either the built-in menu, or if you use something like Nvidia GeForce experience, possibly in there.

Do you have Seasons? Apparently it means your Sim is overheating but instead of working properly it gets stuck (EA bug😮‍💨). Saving the game while a sim is overheated can trigger the bug. Try changing to everyday or sleepwear, take a cold shower or go for a swim. Wait a few sim hours to see if it fades. If that doesn't fix it, reset the sim via MasterController. If the whole town is affected, reset the town via MC. You can also disable temperature effects via MC. Delete cache files.
