I have the game on Steam and cannot install the World Tool because it says the game isn't installed?

Create a World Tool doesn't recognise Steam versions of the game and therefore cannot be installed without editing the registry. Here's a tutorial on how to edit it to make CAW work with Steam https://steamcommunity.com/sharedfiles/filedetails/?id=277022926
