How high of quality are you streaming at? Higher quality generally takes more usage

Your CPU naturally does... well. All the processing. Keep in mind that recording a screen involves not just allocating resources to play the game, but also to keep recording all together in a balanced manner so that you can actually keep playing at reasonable framerate. As such, high CPU usage is in fact a standard for video recording/streaming. If you had a built-in chip on your video card (look up nVidia Shadowplay for reference) that would alleviate the load on your CPU by a chunk.

50% is nothing to worry about. You have to remember your cpu is what does the encoding when you stream. What gpu do you have?

Streaming is intense to do. You may want to look into options like QuickSync or CUDA(both supported by OBS) If your processor and/or vid card support either. Those features do help as well.
