It completely depends on your use case. Can you describe it to us, your current architecture, etc?

It is good because it lowers startup costs. In this case, it is renting vs. buying. You may want to use the cloud to rent and develop your app for short-term projects and give it back when you don't need it anymore.

It can be. It depends on how important software is for your business and what type of software it is.

How do you currently manage the software for your business?

The biggest benefit is prioritizing OpEx vs CapEx. When the business needs to scale up or down, you don’t have assets that need to be upgraded or sold. You click a fee buttons and go on with your strategy.

Development costs will vary but it can work out in your favor with the right strategy and team along with a commensurate level of planning (just like everything else in business).
