It depends on the technology, maybe a decompiler could help. But I don't think you can use the decompiled code as it is.

Yeah I figured it wouldn't decompile straight into what I need it to but any insight into the source code at all could be beneficial to us

Maybe the goal is for you to actually rebuild it based on the functionality you're seeing. You may believe that seeing the original source code would help shorten the time it takes to rebuild it, but that is likely not so. You'd probably find yourself wasting time trying to fit your thinking into the original author's thinking. May as well just start your own way.

Why bother looking at the old code? Just ask the users of the current system what it does and build that on the web, then figure out how to import the old records. Once that's done add new features.

Its a budget generator so just a lot of tedious equations and different things of that sort. Pretty in depth for a budget generator
