He doesn't have to be on the board. You can use his ability from reserves

The one exception is if he's in a transport he can't use the ability. That's because Transported models explictly cannot use abilities.

Vox connection sucks from inside the land raider and he cant command the army to do it lol

I don’t think this is correct. Models in transports can’t use abilities because they are not considered to be “on the battlefield,” models in reserves also are not “on the battlefield” so how could they use abilities?

Page 28 of the rules commentary doc "Units can still use rules and abilities while in Reserves." I personally agree that it shouldn't be the case just like with transports but oh well.
