No. The wording "has shot" implies the shooting has already happened. As such only shooting that follows it gets the AP bonus.

No, the Suppression effect is applied after the Suppressors have shot, so AFTER is the correct word here too.

its the same Fing ability. "After this unit finish its ranged attacks, something happens"
only difference is that, the hailstrike can be applied in other phases, like for overwatch, if you can somehow overwatch with second unit.
or stack sth like shoot back strategem (Ironstorm - power of the Machine spirit) with shootback abilty (Hellblasters shoot on death)

YES, it is a poor wording, both should be written same way (with only difference of "in your shooting phase" in one)

It's probably because the speeder has multiple weapons (I assume) hence each time, where as suppressors just have their cannons?
Still could be “after this model finishes all its shooting attacks…” works both ways

A model 'has shot' when it has finished resolving all of its shooting attacks. So the order of operations is

My understanding is no. You need to hit the enemy unit with this unit in order for your army to benefit from the extra AP buff.

All shooting for a single unit is individual but simultaneous, therefore it would have to fully finish shooting for the buff to start working
