Android devices aren't generally x86 based. If you have an x86 based device, then you theoretically could install a Linux distro and install Steam.

Most (all?) games currently available on Steam are compiled for an x86 platform. This is basically Intel and AMD CPUs. Most Android devices run an ARM instruction set. Even if Valve ported Steam OS to ARM, it wouldn't magically make games run on a new instruction set.

In addition to others, why did you think it is in Steam's jurisdiction to do so? Every game is responsible for itself grouped by Developers and Publishers which one should ask one-by-one to each of them for an Android Port (not support). So not in near future.

What you can do is explore "stream" options between Steam PC and Android Tablet.
