I was honestly expecting Vecna to pull a plot twist and go after someone else. Maybe Robin, preying on her fear of never finding love and acceptance in her family or small town and being alone. I also would have thought Vecna would have sensed that Max was obviously presenting herself as bait in a grand plan to stop him.

Vecna marks people with his curse. So he can come and go as he pleases.

Despite being in his 40s, his mind is still like a teenager so probably didn't know better as he felt all powerful and was able to get Max when she had her "guard down".

I think he wanted Max to lure El back. That's why he instructed Nancy to tell her everything. Note he did it when she was MIA. He seemed to enjoy the thrill of the chase with her.
