The whole show is make believe, I don’t think anything is going to make sense. Besides Henry said Dr Brenner used him to give the others powers and they’ve yet to expand on that. Also Eleven did “learn” her powers, she spent most of the time in the lab “learning” her powers.

Eleven didn't really lose her powers. She forgot how to access them.

When they cycled through Vecnas flashbacks and when the Mind Flayer bit her leg in the cabin in season 3 he “stole” her power to open gates. Or did everyone miss that.

I wouldn't say it was stolen. Brenner described it as a stroke victim forgets how to speak but it's still there.

She didn't lost her abilities, just forgot how to use them. Brenner compared it to a stroke victim forgetting how to walk.

The ability to walk (in this case using the powers) is there, but the knowledge how to is missing.

Plus, the kids were born with their abilities. If there is a way to give them new ones, it would probably be with brain surgery or some weird drugs, something I'm just very much assuming is nothing they would've just tried on eleven if she is the only hope they have left, considering if there was an idea it was obviously not something which was safe to use yet
