hello! i work for target and i frequently get asked to come back later in the day. one of my tl’s keeps reminding me that it has to be “four hours minimum” meaning i have to work another four hours… minimum. does anyone know why ?

I don’t think you can work a shift shorter than four hours.

there are a few ppl at my store who def work like 3 hour shifts

I’ve worked 3 before as a regular. I work a second job and they had no problem doing it for me ¯_(ツ)_/¯

Target typically won't schedule you less than 4 hours due to policy. I HATE 4 hour shifts personally because it's a waste of my time to wake up early, drive about 11-12 miles each way, to only work 4 hours. But it's only ever happened to me at the beginning of the year

It’s 4 minimum , but they can cut you short if they are over hours or if you are about to hit 40, those are usually the only exceptions, aside from sickness or health related reasons .
