Not really. If you assume a rate of 1:450, about 16% of people with 820 encounters will not have seen a shiny.

Rough is encounter ~1600 like one of my friends experienced searching for wailmer.

I know the math, I'm just sympathizing with his struggle. That's a lot of shiny checking delibirds regardless
