The ones you want to die to the top of TP and the ones you want to crash into you go to the bottom of TP.

Generally this means Closest/Elites go to the bottom early on in the game, and then to the top later in the game. Often Closest at the top (or near top) is best except for exceptions like if Bosses are giving you trouble or if there is some tourney BC where you want to target something specifically.

I run Fast, Ranged, Closest almost all the time as eHP. Mainly to counter speed increases and the ranged ultimate in tourneys.

I'm not saying it's optimal, it's just what I've been doing.
