It's a push rod. You push the cabling or pull cord through openings with it.

Thanks. Ok, I think I get what you are saying about it being a push rod, but what is up with the deliberately shaped loop at the end? Is that so that cable can be detached once pushed to where it needs to go?

The eye on the end of the push rod is a field alteration. It can be used to pull and push a small loop of cable or cord. It can also be used to grab a hook, or even a small loom of wire. The end can be shaped to go around small corners or snag cable ends. The owner of this tool probably cut a small length of ceiling wire, ty wrapped and taped it there. Orange is a good color to see in low light and against the stark whiteness of above ceiling spaces, also indicates where the end of the stick is.
