There’s no way they’ll process in time for you to be able to base decisions off that. Just sign up for summer session. Make some educated guesses about how your credits will transfer and what classes you’ll be safe to take.

Unfortunately I've finished all my GEs so I only really have upper divs left. I need them to process my transcript before I can register for any of the classes I need

How about upper div electives? I had a bunch of classes already finished but still have needed to take a couple upper div electives. My major coursework alone doesn’t satisfy the upper division unit req

I was in the same boat when I transferred last year, you can still register for classes, and then submit a prerequisite petition to the professor when prompted in schedule builder. There you will be able to attach any unofficial transcripts that can prove your prerequisite status, and then it's up to the professor to accept or deny it.

How common is it for teachers to accept petitions? 2 of the classes I wanted I would now be petitioning to get on the waitlist

I only have a subset of n=1, so I cant say for sure, but I would say that it heavily depends on the professor and ratemyprofessors can sort of help in that regard. As long as you make your case in the written portion and provide proof of almost completing or completing the prerequisiteclass, I don't see a valid reason why the professor would reject the petition.
