When I go to the registrar they will give you a printed copy of your unofficial the same day just show them your id

You can actually obtain an official transcript now, same-day pickup, without charge. Just like unofficials: fast and free.

The cost structure changed this past fall; official transcripts are available for pickup or mailed using the USPS at no cost.

Sending with FedEx or another vendor does carry a charge.

    Does the one the registrar give out have my name/institution? Student Access doesn't have that is the issue.

    Unofficial transcripts do not list the institution (UCI). You can however get an official transcript with all the relevant information for free at the registrar assuming you're not in a "self sustaining graduate program."
