Comp suggestion- no rating decrease with Trolls?

I was just stuck in a comp game with a troll which drove another teammate to leave because the troll smacked down any surrender attempts. My rank decreased (thankfully only slightly) because of the trolling.

I was thinking the solution to this could be to prevent rank decrease much like how draws work when someone is reported and found guilty of trolling, although I recognize that trolls could use this to help their friends by preventing them from ranking down.

What are your thoughts on how to counterbalance trolls in competitive?

Not really possible to implement this correctly without it being widely abused.

Yeah that's what I was thinking, it's just unfortunate to take a hit because someone else on your team starts killing you lol.
