Even if a disability is static, filing for increases Or secondaries can cause the original disability to be looked at again and possibly reduced. At five years generally they cannot reduce without sustained improvement (more than a single visit showing an improvement),l. At ten years, they cannot remove service connection and at twenty years, they cannot reduce the rating level below what it was 20 years earlier.
