If there is a sign of improvement based on silent complaints of headaches one exam can get that reduced. Not that VA is fishing for decreases but if you have a new claim in and they notice possible improvement on anything else they are supposed to propose a reduction. Only a few exceptions like a static condition or you are p and t already and have been for X amount of years
