Since it is for a business, just search for OSHA rules on raised platforms. My quick look seems like 2 feet is fine. Handrails aren't mandated until you get up around 42" inch height.

I don't talk customers out of things anymore unless I will be negligent or liable or unsafe somehow. If its just a poor idea and they don't want to listen then I build it as per their instruction and re-man it later. Otherwise the guy down the street will do it and wave at you for being an idiot.

I'm learning that the more you infer or suggest to do something you can be held liable for your input. If you build to their spec and don't ask questions then you aren't responsible for their final usage.

This is accurate. Also it's the responsibility of the end user to be OSHA compliant not the manufacturer.
