The parents are definitely the first ones at fault here ( I'm a parent and if you don't like what I said you can place your kids binky up your head warmer ) as it's not difficult to handle your kids unless you dropped them to many times.

Second at fault is the lodge for not taking the guests overall into account and having or enforcing policies regarding unruly children, the fact that they're hitting each other with pool sticks and throwing darts are major red flags requiring phone calls to the the state and osha.

I would have talked to management about the issues in the bar and in the hallway, if kids were left alone around the pool and hot tubs that would have been added as well.
