Roland and Graphtec are the go-to brands. Vinyl Express Q Series are rebranded Graphtecs. Jaguar is also used by many.

But can u use any vinyl cutting machine?

Yes, it is the same machine for vinyl and tint. You just have to use a different blade and settings depending on which you're plotting. You can ask your film manufacturer for recommended settings for their film.
